Which certification you need
This country is not a party to the Hague Convention, so apostilles are not accepted. Consular legalisation is required: certification by the Russian Ministry of Justice and Ministry of Foreign Affairs, then by the destination country's consulate. Attestation by that country's foreign ministry on arrival is often needed as well.
