Can I retrieve a document while living abroad?
Yes. You usually sign a power of attorney — at a Russian consulate or before a local notary with an apostille.
Why can't an old certificate be apostilled?
Apostilles are placed on documents issued by Russian Federation authorities. Old-format certificates (for example, those issued before 1991) are often refused, so a duplicate is needed.
